Jerusalem's bachata community is smaller than Tel Aviv's and noticeably closer. Fewer nights, fewer dancers, and a room where people know each other's names. For anyone who finds a floor of two hundred intimidating, that is a feature rather than a limitation.
The city has a substantial English-speaking population, and the dance floor reflects it. Students, olim and people here on longer stays make up a real share of the room, and switching between Hebrew and English mid-conversation is normal.
The level is higher than the size of the scene suggests. Because the community is small, the same people dance together every week and push each other, which tends to produce good partner connection rather than flashy solo work.
Best nights
Two nights run reliably each week, both with a class before the social. For a bigger floor, Tel Aviv is under an hour away and many Jerusalem dancers make that trip on Saturdays.

Warm and familial. Newcomers get noticed and pulled in rather than left standing at the edge. Less spectacle than Tel Aviv, more actual dancing.
Practical tips
Come to the class, not just the social. In a community this size the class is also the introduction, and skipping it means arriving on a floor where everyone already knows each other. If you are here for a semester or a year, showing up twice in a row is the whole trick: after the second week you are a regular.
